Guidelines for Claiming learning Resources.

Puducherry, dt.05.02.2008CIRCULARSub: Guidelines for claiming Learning Resource Allowance – Reg.***In partial modification of the circular No. 255/ Esst./2007, dated 24.04.2007, the following decisions have been taken regarding the Learning Resource Allowance (LRA) admissible to a faculty up to a maximum of Rs. 20,000/- per year. LRA is meant solely to enable a faculty member to improve himself / herself as a teacher / research worker / specialist in the field of his / her work / speciality. The allowance is exempted from Income Tax. For claiming LRA, the claim should be submitted on or before 15TH April of the following year. For example, for the year 2007-08, the claim should be submitted on or before 15th April, 2008, with the relevant documents. Learning Resource Allowance will be sanctioned only on the basis of vouchers, receipts, bills in the name of the individual for the following:
Delegation fees for attending conferences, workshops, seminars (international / national / regional) TA,DA for attending the above, subject to Govt. TA /DA Rules Purchase of other Learning Resource materials like CD, DVDs, other learning aids etc., in the field of speciality. Membership of scientific societies (national / international) Participation in distance education programmes / contact programmes in areas certified by the administration to be useful to the institute. Reimbursement of broadband connections to a maximum of Rs. 500/-pm, if the same is not reimbursed in the telephone bill Purchase of computers, desktops, or a laptop on a one time basis only Expenses connected with publishing an article or acquiring reprints.The reimbursable amount will not exceed Rs. 20,000/- per year in total for all activities listed above. Unclaimed LRA cannot be carried forward to the next financial year. The amount of Rs.20,000/- is applicable for a completed period of 12 months service and the claim will be permitted, if he / she is a regular employee of this institute, at the time of claim. For those who have put in less than 12 completed months service by 31.3.2008, the reimbursement will be proportionally reduced.
